if there is a missing “amplify/backend/backend-config.json”, Just open the wound and pour some bleach… this way:
“my C:\Users\USERNAME\.amplify\bin I deleted the bin folder, and I upgraded the amplify CLI using:- “curl -sL https://aws-amplify.github.io/amplify-cli/install-win -o install.cmd && install.cmd” After the download and installation I restarted my system.”

The problem occurs when you chose NO when it asks “Do you plan on modifying this backend?”.
The necessary files for local development are removed and things like Add Function wont work anymore.
